It doesn't have a high enough FP value for BG, I mean I guess if you were replacing TF's maybe?? Arguably, attack % is worth more than FP anyway. But why bother putting resources into something users arn't going to use, and then I encourage the staff to buff this building to give it more meaning.
I'm not really thrilled I have to wait a month to get a selection kit for one of these.
It doesn't have to be a blue galaxy building. I don't use BG charges on SoH either. Usually the cutoff for that for me atm is 10-11 FP on my worlds with a blue galaxy.
But I'm also not into nothing-but-attack stacking (and frankly the elephant isn't even that great an attack building, just "good").
2% attack vs 3 FP, I'll take the 3 FP every time.
10% attack (elephant) vs 1 extra FP (SoH), I'm happy enough with the elephant.
Short version: if the only elephant was the attack elephant, the kits would probably go straight to the antique dealer for me. Since the 6 FP option exists, it *might* not. So since you think the only elephant that makes sense is the highest attack one, and I think the only elephant that makes sense is the highest FP one, that justifies two of them.
Is there someone out there that thinks the highest Guild-Goods elephant is the appealing one? Maybe.

Bear in mind with recent history of asking for buffs for things, they often "buff" the less appealing option by making the more appealing version worse
So if there's one version you *are* happy with, I'd advise just to focus on that
