It gives a chance to spawn in incidents which kind of work like relics in the Guild Expedition.
If you go into your settlement, on the right corner it will tell you if a shard has spawned in (it's a similar icon as to the GE relic).
If you collect your relic, you receive a reward (testing it a received 100 forgepoints and a store building consumable amongst other things).

1% to appear this ''incident'' and '1% can be rare, reaaaally 1% omg this is so expensive for a venus gb to give poor 1% in the begin, imagine in level 10...

but ToR is a gb of all ages, this one is from Venus, the difference is huge.
