Cannot Reproduce: Wrong population

Reproduction Steps:
1. Build stilt house

Issue Description (.../10):
When I built stilt houses, the population that shows is not the one that I shoud have. Everytime I make another action, for instance, collecting coins or motivating neighbours, it changes. It increases by the amount of one stilt house. If I polish or motivate another player it goes down again. It is never still. The -22 and +22 for population appear after every action.
