Yes you can win SoKs - but i wouldn't recommend planning on winning many. They show up every 10-15 wheels maybe, and there's one of them per wheel so unless you're watching the wheel for others refreshes it's unlikely you'll get it.
The sets are more common and a better buy overall - One 8x4 set gives 6 FP (not much worse than 8 FP in SoKs) in 5 wins, doesn't require motivation, and if you get a 2nd palace, eastern palace tower, and either one of the decos - then you get 12 FP from 14x4 (vs 14 FP in SoKs in that area) - throw in road savings (from needing roads on both sides of the SoKs vs one side of the palace) and a double palace set is a good replacement for SoKs. You'll be rewarded 1 palace and a pair of towers from the 8x4 set just for finishing the quests so you're 2 decos from your first set to boot. If FP is your only goal, i'd recommend you go after the set and find the space.
In short to get an extra 12 FP a day from this event you need to win:
2 Maharaja Palaces (1 off wheel, 1 from quest)
2 Eastern Palace Towers (1 off wheel, 1 from quest)
1 Western Palace Tower (from quest)
1-2 Bandar Playground (from wheel)
1-2 Maharajah's Jungle Pond (from wheel).
That's a total of 5 wheel wins and only one of them a rare one and a reasonable alternative to trying to win 'lots of SoKs' - if i had to i'd remove some of my SoKs to fit it in fwiw as well - a bunch of SoKs popping at the same time is a royal pain to getting fully polished as it takes in my case 10 hours before all the SoKs stop sucking all the aid up. Sets are worth a small premium in space and nuisance to acquire in avoiding that.
You can also further extend that with every 3 additional wins (one rare and 2 common) being another 5-6 FP a day as long as the length of your city is enough to accomodate continuing a chain of palaces
