I think there should be the option to select or deselect who and who you dont want adding to your great buildings

So? The popup specifies that you will have enemies in your hood.

And according to you adding to the GB is helping regardless of motive. So why does it matter if they have a Arc? Surely that's irrelevant

and the low ranked players I am helping are happy even when I give less than I get back
