Cherry Garden Upgrades?

Having just won a Cherry Garden Set piece as part of my DC today, I noticed that it was titled Level 1! On checking my city's Cherry Garden Set I see that all pieces have been re-labelled with the Level 1 suffix. Does this mean we'll be getting Cherry Garden Upgrades in this year's Spring Event?
