Not A Bug: Antiques Dealer Charges Gems for 5 Blueprints but not for 1

For 5 Random Blueprints, the antiques dealer charges 5400 coins plus 5 gems.
So for 1 Random Blueprint, you would expect a cost of 1080 coins plus 1 gem.
However the actual cost is only 1080 coins, no gem.
