It might be a cosmetic reward: A particular character (either a Buccaneer or an undead pirate of some sort?) now walks your city's streets. That type of thing.
Or another idea: It might be 2 different types of chests that can now appear as incidents.

interesting thought... might be similar to the reindeer sleigh in winter event then

Most likely is copy paste of reindeers, at the end You pay 1995 diamonds to unlock it.

Mostly for junk, though. Even though I had gotten a full sled, I stayed from paying the price since the items presented are meager and/or provided of no use.

are you sure this summer event will have the wheel again? might be they decided on a new mechanic (or a replica of a previous new event)

If there was a "new" mechanic to replace the wheel, then there would be more new resources added... Might still happen, but unlikely

Maybe now they decided to raise the cost and give a discount to foe+ members to add some benefits to that system?)
The Forge bowl event did have the 1800 price tag, then they lowered it for everyone to 1200, now they decided something different)
