I'm gonna assume this quest is also new with the 1.18 patch as I haven't gotten it on any world before and can't find anything on it via the forum search either.
Now the bug:
The fulfillment requirements aren't appropriate for someone in the Iron Age.
The 200.000 coins probably are fixed; they should however scale according to the players current era.
OR
It shouldn't be offered to players before they reach age x (probably progressive or modern era?).
