Not A Bug: Why do I have this quest now?

1) I'm in the Industrial Age
2) Look at the reward; doesn't look like something that would be in my current quest line
3) She's calling me "Tribal Chief"?

At a guess, your population has always been enthusiastic when you've gotten new (non-story/bonus) quests until now, and it only triggers when you're not enthusiastic.
