I also have experienced this today(within the past hour), but with a different valentines quest.
Was working through Jester quests, pay xxx coins.
A 'Jack' quest popped up asking me to polish or motivate 15 buildings.
After accepting, I got the 'Sorry an Internal Error has occurred' popup and a refresh.

Was clicking quickly through other quests so was past it before i though of screenshotting.
