Not A Bug: Unable to collect from town hall

If the town hall is the only building left to collect I am unable to collect.
When I click on it it opens instead of collecting.
I can get around it by waiting for another building to finish.
I then click on that building and keep the mouse button held down and swipe the town hall.

I just checked your city and there is nothing to collect, however the Buccaneers Bay is awfully close to the Townhall, meaning the icon is displayed above the townhall as well. Maybe it is this one?
