Reproduction Steps:
1.) open the new quest UI with the city scrolled in a way so that at least one building is underneath the new quest UI
2.) move the mouse towards one of the quest buttons (I also did some scrolling of the quests with the mouse wheel)
--> sometimes a tooltip of an underneath building appears. It won't go away unless you close and re-open the quest UI.
P.S.: I am not entirely sure whether I touched the building with the mouse while the quest UI was opening and I moved the mouse in the same time. Nevertheless, the tooltip should disappear when I no longer hover the mouse over that building!
Issue Description (?/10): See above - sometimes a tooltip of an underneath building appears over the quest overview and won't disappear until closing the quest UI.

I have performed a quicksearch of the forums using a select few keywords relating to my bug to see if it has already been reported: yes, nothing found
