Not A Bug: Summer Event Ship won't upgrade

Issue Description (10/10):

I completed Quest 30 and won enough pieces of a map for the Level 4 ship upgrade. I clicked on the upgrade in my inventory, but the little star doesn't appear above my level 3 ship. I click on the ship and nothing happens.

World: Dunarsund
Operating System: Windows 10
Browser Version: Chrome 67.0.3396.99
Viewport Size: 1920x957
HTML5/Flash: HTML5 but then i switched to Flash and it still won't upgrade.

I have performed a quicksearch of the forums using a select few keywords relating to my bug to see if it has already been reported: Yes

how much spare population do you have?
If it's less than the population provided by the ship then you can't upgrade as Zaroc has pointed out that upgrading involves removing the ship and then replacing with the updated version.

Now don't I feel silly. Just tried again after my res's finished building and was able to upgrade the ship.
