Cannot Reproduce: Smoke Animation

Deactivating smoke animation turn off the smoke at Watchfires only for short period.
After refresh smoke is off but when you perform any action (reading a message, go at market, visit a city, etc) the smoke anymation is on again automatically.
If you refresh the page, smoke is off again but does not last long (until your next action).
