Cannot Reproduce: Side Quest - Greva Darn - not fulfilled allthough enthusiastic

When I got the side quest to make my citizens enthusiastic, they already were. But the sidequest was not fulfilled. Reloading the game did not fulfill the quest. But on completion of a new Stilt House the quest was fulfilled
