It depends on how much happiness you need.
I would say because you have to make roads anyway so why not make them extra useful that they even make your people happy :D
In my opinion you should spend the forge on it anyway because otherwise you won't be able to research many other things in the future ;)

The technology Roads unlocks "paths"

These "roads" actually cost gold and resources, however they reward you with 5 happiness per square as well. If you have space problems for happiness this is a good technology.

I don't have happiness problems(i actually have happiness more than twice the demand), but i do have space problems, so i'll take your advice. thanks;)
