There is a bug for Nagotiation

I don't think u need 2 times paper
and you can notice the Text error... "Willkommen" is german language ;)

Correct about the paper. Text is correct though - we like to add a local "color" to the NPCs' speech.

Same problem in omoien too. The sector in SW that gives coins has 2 times paper in negotiations cost.
