Don't remember having seen diamonds, and yet I've done quite a lot of recurring quests.
Diamonds can be won from recurring quests too.
As to the percentages, don't think those have ever been presented anywhere.

after several rounds the percentage is 0 for diamonds (verified for Iron Age)

It seems to be like that (own statistics and german forum):
All rewards have the probability 1/14 except for the little coin/little supplies rewards, which have the probability 2/14 = 1/7.
For each recurring quest in every age, you can win Diamonds ONE TIME. After that you get medals instead.
