Reproduction Steps:
1. have supplies production buildings ready for collection
2. click the 'collect all' icon on left of screen - NB when both new Valentines quest givers are showing, the icon is hidden beneath the 10-icon panel - i needed to switch to FullScreen to even access the button
3. reset times menu appears - select 15 mins production cycle
4. current production is collected but some or none of the factories are reset on the new cycle
Issue Description (.../10): Premium "collect all" not resetting supplies production consistently
