Neighbor Ranks

When I'm on my city page, I have all my neighbors listed in a certain order. Under each neighbor it says a place number (#1, #2, etc.), and by that it has another number(in the hundreds), that changes over time. What is that number? What does it measure?

thats the amount of points that the player has.
the #1 ... is the neighbors ranking

So....... do you get points by... attacking people? Winning at PvP? Conquering the regions on the continent map? Researching? Building stuff?

for ever 300 coin/supply you collect you will ear 1 point towards ranking.
for every 50 points you earn in battles you will get 1 point towards ranking
each building offers a different amount of points(deleting a building removes the points)
