Fixed on Beta: Moving Set Buildings causes

Reproduction Steps:
- Move a Set building, that is connectet to another
- After each 1-3 movings, your view jumps to the Down-Right corner of the city-map

Issue Description (10/10):
Yesterday I had to rearrange my city due to a new era. Every time, I moved 1-3 of the palace- or elephant-fountain-sets, my view was forced to jump to down-Right corner of the the city map. It was really annoying.

I have performed a quicksearch of the forums using a select few keywords relating to my bug to see if it has already been reported:

I had this problem in D world on the en server this week
It happened about 12 - 15 times while I was rearranging the city
The view also changed to zoomed in every time it happened
