When I do my p/m run, many of the neighborhood and guild players have nothing when I hover over the pic or city name. I have no idea if they want to be polished, motivated, left alone, or plundered. This has been for the second day now, but not all are affected; it appears random.

same here (at least you can (try to) use city name as a guide)
