Can you start producing MA goods with bonus without conquering the relevant MA province? For example, if my BA bonus is stone, and I unlock the ferroconcrete tech, can I start using my wire to produce ferroconcrete, without yet conquering the ferroconcrete province, at the buffed production rate?

Yes, you can produce any of the two original bonuses you have gotten in the BA and make the relative, boosted ME goods
