This is known, your Great Building itself has not changed, it's a visual change and in some cities appears offset.

ingame announcement

The Dynamic Tower will show as a building site or blank space until new graphics are implemented. It may in some cases be offset. We are aware and it does not need a bug report. The building will still function as normal, it is a graphic adjustment only.

why couldn't they wait until the new image is ready ?
