Not A Bug: General Dee/Cartwright quest - problems in fulfilling

It asks that we infiltrate 8 sectors and I have either infiltrated or won over every single sector in these 2 lands. Some of the sectors were won before I got to this quest, so I wonder if this is what is causing the bug to appear.

Yes, it does. General Dee and President Cartwright. They own specific provinces.

The actual quest text doesn't specify provinces, it just says "infiltrate 8 sectors". This means conquering a sector won't do anything for you, you have to infiltrate 8 separate sectors anywhere on the map. They don't have to belong to Dee or Cartwright, they can belong to Jodido or Bartholomew or be on the Progressive map as well.
