Today (May 24) it worked for me at first, through several negotiations. Then at one point I tried to change an entry (I forget exactly what it was, say I originally wanted to guess Jewels and then I decided to change it to Iron). Upon making that change, the goods window froze again. It let me "pay and negotiate," and I won. But then on the next encounter the same old "goods window doesn't come up" problem occurred, and it is still stuck on that. I'm pretty sure I had enough goods both times the freeze occurred.
