You should get one regardless of how many FPs you've contributed (simply the rank will be different), but I'll double check and get back to you on that.
It is not active at this time though, as mentioned in the announcement it will be added a few/several days after the update takes place as mobile apps need to be updated as well.

Now instead of simply having a pop-up window giving us our GB contribution rewards; we now have a time stamp in our event window. Is this event window only for the top 5 or can anyone just drop in an FP to get a time stamp on your 24hr collection times?
