Fixed on Beta: First Quest not finished in Winter Event 2015

Reproduction Steps:

• Get the first quest
• Don't have a enthusiastic people
• Build a decoration of the current age
• Get a polish of a cultural building to get y

Issue Description (10/10):

• The quest is not finished even if the people are now enthusiastic and the second part (build a decoration) is marked as finished.

Quest can be finished by building another decoration after that.

Try disconnecting some of your culture buildings and then reconnect them. That should trigger the quest to recognize your enthusiastic population.

As I wrote I worked around by building another decoration...

Same issue for me. Maybe you need to do the the "mission" in order: first population and then build a decoration
