To help debugging the error for the Fall Event I'm listening the steps I did which triggered the error:
I opened the Fall event, the window came up, but instead of clicking on the tips how to play I left the Window and came back to my main City.
Since then, the Fall event does not open anymore the city is blocked and I have to restart the game.

- Open the Fall Event, quit it before clicking on the tips "how to play", leave the Fall event by clicking on your main city.
