Do the tavern floors work?

I know you only have a chance to get some extra silver, but I regulary got 5. Now, since we can change the floors and I am supposed to have a 20% chance at 20 I haven't had a single hit. I know statistical it is possible, but I find it strange. So do others have more luck, or is this a bug?

Yes it works, I got a +15 in the past hour (cobblestone floor). Not yet found the extra FP (table cloth of friends' taverns).
