Not new, those comes from time to time. Those are not daily, I mean you don't get a new Diamonds Sale offer every day. You can not be sure when the next Special Offer will come out. Special offers may be received during events offering Diamonds and event currency (like the footballs from past event) in a bundle togheter.

I have it in my live world and its not a 24 hr special
It has its own tab in the buy diamond section the green circle next to the diamond
Seems like players can now buy a subscription of daily diamonds
