Yes, it is deader than an Egyptian mummy.
Who in his right mind would nowadays start a cultural settlement and go through a 6 months slog to complete an (almost) obsolete building?
The Shinto temple used to be a fantastic goods producing building. 50 goods per day was amazing but the Thundering Laboratory gives 105 goods per day, and offers so much more.
The vaunted Yggrasil used to be top of the line. But now? Only 30% red attack? No blue stats? Is that all? It has dropped down tremendously in the ranking of best buildings.
Same for the other ones. And let's not get started about how horrifying it is to play the Mughal settlement. I finished only the first level to understand what all the fuss was about and boy, it was not a pleasant experience. Never again.

Still, Inno could do a revamp of the settlements and add a golden upgrade to the existing buildings.

The only part that have some little value are the emissaries. They allow you to increase troops, goods, fp production with 0 required space.
They are low production, so doesn't change a lot on a whole. But they do not require an upgrade kit when you change Era, they are always in your current era.
But the maximum is, I think, 5 troop and 15 goods per day only!

Currently only ancient Egypt and Mughal’s remain ahead in terms of efficiency. At least with their respective speciality specifically but offering an worse overall deal.

Mughal: 1,87:forge_point:/:size:
Serpent lvl3: 1,66:forge_point:/:size:
Flamingo paradise: 1,35:forge_point:/:size: (SA:T)

Royal bathhouse: 0,83:army:/:size:
Majestic pyramid: 0,75:army:/:size:
Knight pavilion: 0,5:army:/:size:

Both serpent lvl3 and the majestic pyramid offer military bonuses. The pyramid gives even tons of other productions. The only way to “revive” the feature is by introducing special upgrades for them. Giving extra runs and very significant leaps in productivity.
For example starting with copper upgrades, all the way to crystal upgrades. Increasing the productivity by at least 50%. Adding royally bonuses. To making the buildings outstandingly efficient.

Probably adding also a number of new and more powerful emissaries, or "promotion" to respective existing emissaries could help to sweeting the deal further.
