Duplicate: Collection Status for Harbour

Reproduction Steps:
1. Have everything collected in your city, except the harbour

Issue Description (10/10):
Harbour collections do not trigger the "Collection" icon on the left hand side.

Please include the following information:
- Expected: To see the "Collections" Icon
- Actual: It didn't appear
- Visual: Don't have one, unfortunately.

Player: Lady Bulgar
World: Beta
Operating System: Win7
Browser Version: Chrome
Viewport Size: 1366x677
