It is still cooking. There /should/ be a timer, yes. In particular, it means you can't spend diamonds to scout instantly if you now wanted.

I'm finding myself in the same situation. To make things worse, it got me stuck on a scouting quest for the Summer event.

I'm the same. I cannot complete the mission for the Scouting quest as long as I am stuck in the map.
