Duplicate: City animations

Hi, I find a problem and it's about city animation which go's on even though in setting is inactive.

I think it has been reported. Lets hope this isn't another bug that makes it to the live server as it will be seriously detrimental to many players. Unless it is another Hardware Accelerator scenario where it is forced upon us on the live server to test if it works.
