i am to the mission conquer craigshire and infiltrate two sectors... i have the province and still can't go further... i don't know what i can do to pass...i can't infiltrate anymore in that province.

you are reading the quest wrong 
it is either:
scout any 2 sectors: so it doesn't matter where
or it is east/south of the province where you have to infiltrate
would be much easier with a screenshot
