Fixed on Beta: cant build with all required materials

Sorry, I think you need to re-upload your picture, so we can see it and have a better idea. Can you tell us what building this is?

Maybe he is referring to this.

If your guild has a Construction Rebate Percentage you can't build the building until you have the non-discounted supplies and gold. I am not sure if it a bug or not as it a "rebate" and not a "discount"

(the farm stays greyed out until I get to over 64,000 gold)

This is an issue with the discounts offered by GvG and is a known issue, thanks for reporting.
