It is not possible to acces message centre from ca 14:30 EU time. Its grayed out - you need to make tratched houses research (https://ctrlv.cz/sZgT).

Also it is not possible to made other than first production in buildings. (https://ctrlv.cz/keWy)

It happens somoultanously on beta and on national live server.
