Not A Bug: Background of the maintenance work screen is wrong

Description of the bug: The maintenance work screen depicts a city in progress. There is a lot that could be said about the build up itself but that is irrelevant. What is relevant is that the city has LMA building with a HMA Town Hall.

How often this occurs: I've seen it before, but didn't report
I have performed a quicksearch of the forums using a select few keywords relating to my bug to see if it has already been reported: Yes, couldn't find anything
Have you tried resolving your issue by using the hints in this sticky thread?: irrelevant

I'm more worried about the 15 minutes this server update was scheduled... its now 75 min... 5x more!

the same for me on Dunarsund that make around 1h30 i can do nothing
i have red square and that tell me ( 405 not allowed )
