Available to recruit soldier in Barrack

I have no idea
I think
there is symbol ( sleeping moon ) in the right side showing
my barrack is stop working , i can recruit more soldier

recently
I find my barrack idle but no "sleeping moon"

do i remember correctly
when barrack is idle and can recruit soldier, the "sleeping moon" is there or not ??

If you're talking about the moon on the right sidebar, it does not appear for any military building/unit that needs training.
