Spending Silver Counts in Spending-FP-Quests.
Exactly that, plain and simple.
Reproduction steps for me:
1) Have (recurring)* quest open which demands spending FPs,
2) Spend silver in the tavern. Both upgrades and boosts work.

*) only tried recurring quests due to lack of other quests.

Since the smallest amount of silver possible spending is 200 which equals the number of FPs in the biggest Arctic Era (my current Era) quest I was not able to veryfy whether the silver coins are actually counted or the quests are just finished upon spending any amount.

Same thing just noticed when spending stars in the winter event (10 FP / 10 stars) - and this morning, one of the recurring FP quests was marked as complete after sending my ship from the arctic harbor - so most likely for spending goods and/ or medals, too
