You can move the harbor. Look at this...
Picture 1, reproduction steps:
1.) Has builtspace near the harbor or put expensions to get it.
2.) Place a building near the harbor on that builtspace.
3.) Move that building to the harbor untill 1 block is on the harbor and gives a blue light
4.) Klick on it and you can move your harbor.
Picture 2, reproduction steps:
Do first the reproduction steps of picture 1, than this:
5.) Cancel your move
6.) Move the building that you did move to remove the harbore
7.) Hover this building above the harbor untill it's blue
8.) Click now and you can move the harbor and that building is ''out'' your builtspace

Afther doing this trick and try it again you get a fail, but afther that you can do it again.
