Yes, the quest does not complete when negotiating in GE. I just did 4 encounters and nothing is happening with the quest.

on discord a fix is announced in todays update (which isn't applied yet)
FOE-83733 Some Quest conditions were incorrect in the latest Rival Challenge. They have been corrected.

on mobile (normal version, not beta) those broken quests load extremely slowly - actually, they freeze the game (animations stop, tapping anywhere else has no effect)
