Cannot Reproduce: wrong drawing order after level up of himeji (and maybe other GB)

Recreation steps
- have my city layout (others might have the same issue)
- level up himeji (currently level 71)
--> himeji is partially covered by buildings that should be behind it (AO in my case)

Well, it is now on level 91... not gonna level it for some time. I have not encountered it for other buildings so far - might be a result of my specific setup
