I know a long time ago they were the best FP producing buildings in the game, but still seeing them in 15 fragments makes me wonder if they are still very special. It is much easier to get better FP producing buldings nowadays.

but still seeing them still in fragments makes me wonder if they are somehow still very special.

A new player is going to want everything they can obtain no matter how "bad" it is.

A shrine of knowledge is pretty good for selling at the Antiques Dealer, though I wouldn't be adverse to placing it down in a brand new city if I just happened to have a bunch of spare space. It's always going to be better than nothing, and I can Store Building it if I really wanted to sell it at the Antiques once I've run out of space

Would I chase after it? Nope! But I'm going to get those anyway so might as well use it or sell it

Game developers introduced :fragment: (fragments) in the game and using it wherever possible. Many of the special buildings are used like this. Same applicable for SoK too.

On a player perspective, they introduced :fragment: to not use anything instantly for any means. Letting the player perform few repeated cycles to obtain a full building by spending sometime on it.

Why? Why? Why?
There may be different reasons, but following line is grabbed from DNSL idea section which suits well with the reason of introducing :fragment:.
The game is meant to be played over time and have a element of strategy.
Finally, why this building still kept and why this building fragments still kept in the game already answered by @Emberguard very clearly.

Because Inno doesn't really consider it important to update deprecated buildings, there are still many things that work the same as many years ago.
E.g. 1 FP still costs 50 diamonds. Not that it was a good idea to spend diamonds on FPs like ever, but back then 1 FP was a "big deal" (speaking of SoK, right? :D). Medal rewards are also a joke for many.

Maybe Inno will eventually adjust the Auction Dealer too, the items are quite outdated there too, for endgame players there is pretty much 0 items there to buy (for new players there are still "plenty").

All they need to do is introduce a new level every 6 months to keep up with % inflation. :p

There are a lot of items in the game that are seriously outdated and need to be dropped/changed. Most of the items you get from GE relics are garbage. Yes, they might be useful to a new player for a limited time but that just a small percentage of the players
