Who cleaned Vault 32 ?

I know this is way of topic ..... but if you've watched the whole series of Fallout 2024 ... who cleaned up Vault 32 ?
I don't want to put any spoilers in here, but who? ... it's bugging me :)
I know the plot is just full of holes .. but ...
 
that has been bugging me, too. my theory is that they woke up everybody from the other vault to clean up quickly.
but that leaves another question: where did they get all that good-as-new stuff from?
 
Yes, maybe everyone from vault 31. There just didn't seem to be any spares or anything in there though.
