Hello,
This is a bit of an annoying visual issue with the browser version (when compared to mobile).
On mobile (top), the order of the goods is always (left to right, top to bottom), Axes, Mead, Horns, Wool, which is the order you unlock the buildings.
On the browser (bottom), it appears to be somewhat random ordering of the goods.
I've included a couple of screen shots.
These are how they appear on
Google Chrome Version 71.0.3578.98 (Official Build) (64-bit)
Android Version 6.0.1
I will admit that neither of these photos are from the beta server, they are from US-Vingrid.
