Fixed on Beta: Very odd popup ;-)

I visited the city of player effendi (global rank #4), he's got a gunpowder manufactory under construction. I clicked on that building and got this popup:

Still about 5 hours to go, time enough for others to check.
Furthermore, his townhall has crumbled to pieces.......
