Not sure if it is connected to the well known bug, that the drawing order of the buildings is incorrect after moving buildings, which I thought was fixed a long time ago already...
The drawing order was incorrect after I upgraded my Winter Spires (during a "quest done snow storm", if relevant).
Picking up the building and putting it back down fixed the glitch.
